Maintenance Request forms

One of the most important characteristics of a standard is that it is constantly evolving. This statement seems to be contradictory, but it is not.

Whereas a standard must be stable, it even so must be supporting the business needs totally. Since these needs are characterised by constant changes, the standard has to follow this process.

In the open maintenance process changes to the standard are restricted to extensions. As a consequence users only can request to add either new data elements or values to code lists.

Request for a new data element or a new code value

A request for a new data element or a new code value is sent in case a user needs to send a data element or a code value that is not yet defined in TELEBIB2.

Before sending a request, users are asked to check the "Dictionary" and/or the "Qualifier lists" or the existing code lists. Both have convenient search facilities in order to support this process.

When checking the existing material, users are requested to be open minded and not to search only for a data element with the name they have in mind, but also for synonyms or terms having a similar meaning. In addition to the name, TELEBIB2 contains definitions. Looking at these also helps to find an existing equivalent for the need. According to standardisation rules code lists only cover one single concept. As a consequence it is important to be sure about the list to search.
